Simpler version I posted nearly a year ago:
1) For 30 minutes the wreck is yours. Only you can salvage, tractor, and loot it. Anyone else salvages or loots they get a thief flag.
2) The remaining 90(ish) minutes it's up for grabs. Anyone can salvage, tractor, and loot it.
3) CCP puts the Wrecks back on the scan category list and any wrecks become probeable. Same deadspace limitations to sig strength. And wrecks should be nearly impossible to scan down while in a deadspace if for no other reason to avoid even more whining about missions getting scanned out.
- Whiners get a timeframe when wrecks actually are theirs. Move it or lose it. - Ninja salvagers get a nice flag to play with if they want. - Anyone else can salvage, loot, what have you after the 30 minutes without having to worry about getting flagged. - An actual "salvager" profession can become feasible in empire that doesn't involve having to scan down missions as they are being run since wrecks outside a deadspace should be possible to find. - As a side benefit to the above point, rigs should drop in price because serious isk/lp farming mission runners don't salvage. And they leave a metric crap ton of salvage behind that just sits around in systems for 2 hours.

Tough beans. Mission runners are accomodated quite enough already. The majority of them need to learn to adapt and quit f'in whining to be made even more comfortable imo.

Which is based on the assumption that all "discontent" should be responded to.
In my experience, high sec mission runners will not be happy until they are 100% safe. So there will always be discontent until that point is reached.
I gave a version of a salvage "idea" (what you say you were after) that throws a bone to nearly everyone. And in true greed based form, it gets rejected soley because it doesn't fully accomodate the mission runner.
Tough cookies is the response most mission runners NEED.
Give people warp to zero, they'll complain their auto-pilot doesn't do it. (check-has been many threads about it)
Give people a new resource in missions, they'll complain if it is 100% theirs. (check-tons of threads about salvage)
On and on. Players need a smack down on their "ideas" because it's all greed based and very, very rarely considering every type of play style possible.
It never ends. You're not looking for ideas to please everyone. You're looking for "ideas" that please one set of players. One set of players that have always been the greediest players in the game. One set of players that needed a nerf prior to getting the new resources of salvage and better LP store access.

This isn't a safety issue. At least, not from my POV.
Yes it is.
What is safety in Eve? Most think of it as not getting their ship blown up.
What is a ship? A resource that can be measured in isk.
What is salvage? A resource that can be measured in isk.
It comes down to the same thing. "The safety of what I consider mine". Which fits neatly around this topic.
Semantics perhaps, but you should get what I mean by it.
